Rationale for Refresh
Key drivers for updating the Compact include:
· 5 years since introduction of previous South Gloucestershire Compact (Nov. 2004)
· A much more developed VCSES infrastructure
· Greater levels of support and intent from the Public Sector (in particular the adoption of NI7
· Increased collaboration
· Changes in the operating environment:
o Development of regional Consortia
o LAAs
o Developing role of LSP
o Etc etc
· Focus on service delivery and commissioning
· New National Compact
· Still issues arising between the sectors
· Limited knowledge and understanding of Compact across VCSES and Public Sector, particularly at grass roots levels
· Lack of consistent Public Sector approach across departments and levels of authority
Key Changes
Key changes include:
· Incorporation of the codes of practice and key principles into a single document
· Development of a simpler, shorter, more straightforward document with reduced repetition and a clear explanation of its purpose
· Improving accessibility of the document as a practical tool, in particular for smaller groups
· Incorporation of feedback into the commitments/principles sections received as part of the South Gloucestershire Compact Review
· Increased emphasis on partnership working and collaboration early on in the development of services and policy
· Increased emphasis on commissioning, taking on board changes in the current environment
· Development of a more clearly defined dispute resolution process
· Incorporation of learning from the National Compact refresh
