Compact Review 2009

In 2009, the Compact Monitoring and Oversight Group commissioned a review of the South Gloucestershire Compact. The aim was to determine to what extent the principles within the Compact had been embedded into the way in which the Voluntary, Community and Social Enterprise Sector and the Public Sector work together. The review was divided into three phases:

·        Phase 1: Impact - Is the Compact Achieving What We Want It To?

This looked at:

o    The impact of the Compact on relationships between Public Sector organisations and Voluntary, Community and Social Enterprise organisations in South Gloucestershire

o    Examples of positive relationships where the Compact had played an important role

o    Compact issues relating to the relationship between sectors.

 

  • Phase 2: Implementation - Are we doing the right things?

The implementation of the Compact in South Gloucestershire was reviewed against national best practise performance indicators

 

  • Phase 3: Revision

Learning from the first two phases of the review was incorporated into a set of recommendations looking at how we can improve the Compact, its implementation and evaluation in order to ensure that it is fit for purpose in the future.

1. Implementation Action Plan

Recommendations from the review around improving the implementation of the Compact have been incorporated into the 2010-2011 Action Plan for the South Gloucestershire Compact Monitoring and Oversight group.  The implementation plan is currently in draft form and is due to be considered by the Local Strategic Partnership Chief Office Group.  The aim after this will be to secure additional resources to help implement the key Compact support activities over the coming year.

2. The Compact Document Refresh


A refreshed Compact document was introduced at a meeting of Voluntary Voices and we’ve been making the final changes over the last few weeks. The final draft will be discussed by Voluntary Voices on 21st April and will then be considered by the Chief Officer Group on 17th May.  The final document will be endorsed by the Voluntary Sector Steering Group on 8th June and by the full Local Strategic Partnership on 12th July.  It will then be available for wider adoption and sign up by organisations across both sectors.
